Uttar Pradesh government have persued two major policy shifts, with revising circle rates in Ghaziabad and implementing some new buildings to promote the vertical growth in cities like Ghaziabad, Lucknow and Kanpur.
The Ghaziabad district administration
The administration has initiated a survey to reassess the circle rates. The government has notified the minimum property values, which officials use to calculate stamp duty and registration charges. In 2024, they implemented a significant revision that increased rates by an average of 15% across residential, commercial, and agricultural areas. Sub-registrars will collect ground-level data within 15 days, after which the administration will invite public objections before finalizing the new rates.
The rationale behind the revision is twofold
To narrow the gap between official circle rates and actual market prices, and to boost government revenue through higher stamp duty collections.In 2024–25, Ghaziabad recorded 1.31 lakh property registrations and collected ₹2,856 crore in revenue—achieving 92% of its ₹3,104 crore target. Officials attributed this performance largely to the previous circle rate hike. The administration is now proceeding cautiously in response to public concerns about affordability, especially after it recently rolled back a controversial property tax hike following widespread opposition.

The new Building Construction and Development Bylaws 2025 replace the 2008 regulations and relax restrictions on building height, density, and plot size. These changes aim to make high-rise construction more viable and attractive to developers by increasing housing supply and potentially stabilizing property prices.
The bylaws introduce several mandatory sustainability features. They require electric vehicle charging infrastructure in at least 20% of parking spaces and mandate open green spaces in larger plots. Additionally, they reduce the minimum plot size requirement for group housing, removing a key barrier to vertical expansion in urban areas.
