Rajya Sabha Clears Bills of Lading Bill, 2025 Amid Opposition Uproar; Lok Sabha Adjourned on Day 1 of Monsoon Session

Parliament began its Monsoon Session on July 21, 2025, driving a mix of legislative progress and political confrontation. On the first day, the Rajya Sabha have successfully passed the Bills of Lading Bill, 2025, marking a significant step toward the modernizing India’s maritime trade laws. Meanwhile, the Lok Sabha have faced repeated disruptions, leading to its adjournment for the day.

The Bills of Lading Bill, 2025

Aims to overhaul the archaic Indian Bills of the Lading Act of 1856. The bill introduces a contemporary legal framework for shipping documentation, enhancing transparency and efficiency in maritime logistics. The legislation aligns India’s shipping practices with the global standards, potentially boosting the country’s competitiveness among the international trade.

He have emphasized its role in the streamlining cargo documentation and reducing it’s disputes in the maritime commerce. The bill incorporates provisions for electronic bills of lading, and stakeholders in the shipping industry welcome the move.

While the Rajya Sabha proceeded with the legislative business

Opposition members led loud protests that engulfed the Lok Sabha. The uproar centered around the demands for a discussion on the Operation Sindoor, the recent Pahalgam terror attack, and the Special Intensive Revision (SIR) of voter rolls in Bihar. Opposition members ignored Speaker Om Birla’s appeals and the government’s assurances, continued sloganeering, and forced multiple adjournments until the House was finally suspended for the day.

The government had earlier convened an all-party meeting

To ensure for the smooth proceedings during the session. Parliamentary Affairs Minister Kiren Rijiju have reiterated the Centre’s willingness to discuss all the matters, including those which raised by the opposition, provided the debates followed by the parliamentary norms.

Parliament scheduled the Monsoon Session to run until August 21

Parliament planned 21 sittings over 32 days and listed key bills for consideration, including amendments to taxation laws, reforms in sports governance, and updates to the Indian Institutes of Management Act. The session also marks Parliament’s first gathering since Operation Sindoor, intensifying the political atmosphere.

As the session unfolds

The government and opposition are expected to clash over a range of issues, from the national security to the electoral reforms. The successful passage of the Bills of Lading Bill in the Rajya Sabha sets a legislative tone, but the Lok Sabha’s adjournment underscores the challenges ahead in maintaining the parliamentary decorum and also the constructive debate.
